At the main menu, select Options, then choose the Cheats option and enter one of the codes below:
Double Damage - Double Damage
Laser Law - Laser sights on gun
Big Wheels - Big wheels
Open Road - No civilian traffic
Reoffender - Double the loss on all negative justice
Speed - Increases character speed
Invincibility - Makes you Invincible
Wild Water - Water is always choppy
